 Achievements:

·      Led program startup for the establishment of an IT Portfolio Management function within the JIOC IT Integration Office. 

·      Led development effort for standardized portfolio management processes and a database tool that can be used to establish performance metrics as well as provide lifecycle management of over 300 JIOC related IT enablers.

Led training and operations for specially manned unit supporting combat airbase/airfield establishment, non-combatant evacuation and humanitarian/disaster relief missions.  Position required broad understanding of 31 diverse functions covering the full spectrum of airbase and airfield operations.  Provided oversight for $11.7M in mobility assets and 51 personnel.  Executed the duties of Advanced Program (AP) Manager for special access program (SAP) support of F-15, F-16, F-22, and B-2 aircraft.  Developed and interpreted AP execution guidance for secure facility construction, security, operations and maintenance.  Managed and facilitated versatile special program security structure for deployments, exercises and Headquarters Air Force requirements.   

Achievements:

·         Managed proof of concept for the rapid integration of base opening and medical facilities/functions in an austere environment for humanitarian relief missions.

Chief of Mobility Test for C-130/KC-X/Joint Cargo Aircraft (JCA)/C-130 Pilot

Detachment 5, Air Force Operational Test and Evaluation Center, Edwards Air Force Base, CA

Led 25-person division supporting Operational Test and Evaluation (OT&E) of mobility aircraft systems.  Provided direction, management, and subject matter expertise for C-130 Aircraft Modernization Program during combined Developmental Test and Evaluation (DT&E) and OT&E of the modification.  Flew combined test missions, identified discrepancies, and recommended corrective actions.  Prepared and briefed OT&E reports and assessments for various aircraft.  Managed $14.8M test budget.  Additionally deployed in support of USCENTCOM Joint Operations Center as Afghanistan and Iraq Air Operations Desk Liaison.  

Achievements:

·         Directed C-130J defensive systems follow-on OT&E and recovered $400K through efficiently restructuring test program. 

·         Led United States Air Force OT&E effort for Joint Cargo Aircraft (JCA).  Worked with United States Army acquisition and test program managers to ensure eight critical requirements were incorporated into the plan.

·         Focal point for joint staff and component command air operations.  Ensured ISAF/coalition 30,000 sortie strike capability.  Continuously tracked dynamic two theater 2,500+ daily strike, reconnaissance, and support missions and reported daily results to Joint Chiefs of Staff.

Achievements:

·         Led Lean Process Improvement Team at depot/modification facility.  Reduced depot/modification time an average of six months and $1M per aircraft.

Systems engineer for special-mission psychological and information operations EC-130E/J aircraft with program value in excess of $21M.  Directed daily activity of 225 military, contractor and field service personnel for the execution of fleet modification, production, and sustainment.  Executed quick reaction programs as directed by National Command Authority.  Project officer and test pilot for $12M C-26B Tracker counter-drug modification and sensor upgrade program.  C-130 instructor and test pilot for special systems modifications and depot maintenance verification.     

Achievements:

·         Directed design and install of $3.6M self-protection system modification for EC-130E Commando Solo aircraft via quick reaction program.  Delivered three aircraft in 90 days under budget.

·         Reenergized the $115.5M EC-130J Commando Solo conversion program.  Government inspection pass rates increased 10%.  Led to successful fielding of new aircraft. 

·         Restructured and drafted C-26B modification test procedures.  Commanded 19 test missions and delivered 11 aircraft in nine months.       

 

C-130E Pilot/Instructor, Flight Operations Supervisor, Combat Delivery Airlift Director and Group Current Operations Flight Commander

463rd Airlift Group, Air Mobility Command, Little Rock Air Force Base, AR

Led 15-person current operations flight.  Supervised planning, scheduling, and execution of 18,000-hour annual flying-hour program and over 175 aircraft missions weekly.  Responsible for squadron compliance and currency of aircraft dispatch and recovery procedures.  Combat ready, worldwide deployable C-130E instructor pilot. 

Achievements:

·         Supervised tasking and scheduling of over 4,000 local/joint military training and higher headquarters contingency missions. 

·         Led 463rd Airlift Group’s portion of critical Joint Expeditionary Force Experiment.  Coordinated with Air Mobility Command, Air Education and Training Command, and United States Army test team to ensure operations, maintenance and personnel issues addressed. 

·         Drafted and instituted complex satellite communications guide for all C-130 aircrews.  Established procedures to enable vital communications link for missions into austere regions.

Primary duty as C-26B transport pilot.  Managed overall responsibility for safe and efficient conduct of transporting personnel and equipment on assigned mission taskings.  Managed all aspects of C-26B program to include aircraft, aircrew and maintenance scheduling, flying-hours allotment and tracking, and aircrew currency tracking.  Assisted F-16 scheduler to provide critical continuity for airspace, maintenance, aircraft and aircrew scheduling. 

Achievements:

·         Expertly managed the transition from unit-based aircraft scheduling to nationwide electronic scheduling.  Ensured 100% of Joint Operational Support Aircraft Center mission taskings completed. 

·         Led, instructed and evaluated wing’s quality management transition.  Applied skills to unit scheduling process and increased scheduling capability tenfold.    

·         Assisted Vermont Air National Guard (VTANG) recruiting efforts by speaking to local civic groups and schools and led VTANG Starbase anti-drug/leadership workshop for elementary school students.
